Shannon managed the preparation of a comprehensive Technical Report and the cultural portion of the Environmental Impact Report for the conversion of LADWP facilities into a public park. The EIR evaluated the impact of constructing new and enhanced public park amenities within 116 acres of the existing 127-acre Silver Lake Reservoir Complex, a Los Angeles Historic-Cultural Monument, as well as the over 600 historical resources immediately adjacent to the Project. The controversial project received almost 900 comment letters, which were addressed in the Final EIR released in July 2023. The project recently received City Council approval.
