West San Gabriel Valley Area Plan

Shannon managed the cultural component of the West San Gabriel Valley Area Plan, a community-based plan focused on land-use and policy issues intended to guide long-term growth within the WSGV Planning Area by encouraging development of housing options, preserving/sustaining open space, protecting community health, safety, and general welfare, increasing access to community amenities, and promoting areas suitable for growth. For the document, Shannon led the preparation of a historic context and reconnaissance-level architectural survey of eight areas of unincorporated Los Angeles County in the West San Gabriel Valley and was also responsible for crafting the Historic Preservation element of the Area Plan. The Plan was adopted in March of 2025.
